If a bid on a public contract is not complete or does not conform to the solicitation, it is considered nonresponsive and must be rejected. But what if the deviation or nonconformity results from government mishandling of the bid package? That was the apparent situation in a recent bid on a federal contract. The bid was rejected because it was accompanied by only a photocopy of the bid bond, not the signed original. The disappointed bidder cried foul.


The Port of San Diego has launched a Green Business Challenge (GBC), which the organization described as a "friendly year-round competition to reduce emissions and increase efficiency among commercial and office buildings" in the area.


ICLEI USA, a local government association addressing sustainability and climate change, will assist the Port of San Diego with measurement tools, resources, and training to help participants reach their goals.


GraphiSoft earlier this month announced the North American version of ArchiCAD STAR(T) Edition 2011, the latest release of its entry-level building information modeling (BIM) solution.


The new ArchiCAD STAR(T) Edition 2011 is based on GraphiSoft's ArchiCAD 14 Virtual Building technology “but with a feature set and price tailored to meet the needs of small architectural practices, home builders, and building contractors,” according to the company. “STAR(T) Edition 2011 enables customers to create a virtual building model and efficiently manage and share all of the project's data. The software is also able to automatically produce all of a project's documentation on demand.”
