The formation of subcontracts on bid construction work has always been tricky. A bidder on a prime contract relies on a price quotation from a would-be subcontractor when pricing the prime contract bid. If the bidder is awarded the contract, is it obligated to use that subcontractor? Is the sub obligated to perform at its quoted price?
As part of the Obama administration’s efforts to improve commercial building efficiency 20 percent by 2020, the U.S. Department of Energy (DOE) has formed a partnership with The Appraisal Foundation that is expected to help expand access to energy-efficiency and building-performance information for commercial buildings and help American businesses reduce energy waste. The partnership is one of the steps DOE is taking as part of the part of President Obama’s Better Buildings Initiative (GBI, Feb. 15, 2011, “President’s New Better Buildings Initiative Wins Trade Groups’ Praise”).
California’s Department of Transportation (Caltrans) has selected Autodesk Inc.’s AutoCAD Civil 3D for road and highway design projects across the state. A five-year contract between the two parties permits access to the company’s AutoCAD Civil 3D software, training, and services. Civil 3D is part of Autodesk’s portfolio of Building Information Modeling (BIM) for Infrastructure solutions, which includes software for planning, designing, building, and managing infrastructure.
